Micah Rosenblum, 59, of Towson, Maryland, died after his disabled car was struck by two vehicles, including a tractor-trailer, on Interstate 99 in Covington Township, Tioga County, on October 21, 2026, according to state police.
The crash sequence unfolded late Wednesday near mile marker 178 in the northbound lanes. Rosenblum’s 2016 Toyota Prius had hit a deer and was disabled in the roadway when the other vehicles struck it, police said.
Troopers were dispatched around 11:35 p.m. for the deer collision. While they were traveling to the scene, Tioga County 911 notified them that another vehicle had hit the Prius. Minutes later, dispatchers reported that a tractor-trailer was also involved.
The second vehicle had been traveling north when it struck the front of the Prius, police said. That impact moved the Prius onto the east shoulder.
A 2000 Kenworth tractor-trailer then hit the Prius near its rear driver’s side, causing the car to spin counterclockwise. Police believe the impact involving the truck was the fatal collision. The Prius sustained disabling damage on all sides.
The tractor-trailer went through the guide rail along the east shoulder and down an embankment estimated at 100 feet. It came to a stop on its driver’s side. The truck driver, who was wearing a seat belt, suffered minor injuries and was released from the scene after being interviewed by police.
Blossburg Fire Department, Mansfield Ambulance and PennDOT assisted state police at the scene. The police report did not list any charges.
